## Why hire in Singapore through an EOR

Singapore offers a deep pool of professional talent, English as the language of business and one of the simplest payrolls in Asia. Hiring there without a Singapore company means using an Employer of Record: it employs your hire under the Employment Act, pays CPF and reports to IRAS while you direct the work. It covers Singapore citizens and permanent residents. Foreign nationals who need a work pass are a different case, explained below.

| Parameter | Statutory requirement | EOR management |
| --- | --- | --- |
| Who an EOR can employ | Singapore citizens and permanent residents. Work passes are for foreigners working for Singapore-based companies | Your hire is employed by TopSource in Singapore |
| CPF | Employer 17% and employee 20% up to age 55, on wages up to S$8,000 a month | Paid every month through CPF EZPay |
| Income tax | No monthly withholding. Employment income reported to IRAS by 1 March | Filed under the Auto-Inclusion Scheme |
| Contract | Key employment terms in writing within 14 days of the start date | Issued before day one |
| Notice | Set by the contract and the same for both sides; one day to four weeks where it is silent | Contracts written to the Employment Act |

Figures for 2026, verified in October 2026.

### Citizens and permanent residents

An EOR in Singapore employs Singapore citizens and permanent residents, who need no work pass. TopSource becomes the legal employer, issues the contract under the Employment Act and runs CPF and payroll, while your hire works for you.

### Work passes need a Singapore company

MOM does not allow an Employer of Record to apply for a work pass for a foreigner who will be based in Singapore while working for an overseas company, and treats it as an offence. For foreign hires, the route is your own Singapore company or a representative office.

### CPF up to the wage ceiling

The employer pays 17% CPF and the employee 20% for staff aged 55 and below, on Ordinary Wages up to S$8,000 a month. Bonuses fall under a separate annual ceiling of S$102,000, so employer CPF never exceeds S$17,340 a year.

### No income tax withheld from salary

Singapore has no PAYE. The employer reports employment income to IRAS by 1 March and employees pay their own tax. The exception is a departing permanent resident: all money due must be held back and Form IR21 filed at least a month before they leave.

### Leave paid first, reclaimed later

Maternity, paternity and shared parental leave are paid by the employer, which then reclaims the government-paid share through the Government-Paid Leave portal. Shared parental leave rose to ten weeks for children born from 1 April 2026. We pay, claim and reconcile it.

## Hire in Singapore without setting up an entity

Singapore payroll is light on contributions and strict on process. CPF is the only significant employer cost, there is no income tax withholding, and the Employment Act sets clear rules on contracts, pay dates and payslips. The work is in the detail: CPF by age band, the bonus ceiling, the 1 March filing and tax clearance when a permanent resident leaves.

Who you can hire through an EOR matters as much as the payroll. Singapore citizens and permanent residents can be employed by an EOR for an overseas company. Foreign nationals can’t: the Ministry of Manpower states that work passes are for foreigners working for Singapore-based companies, and that an Employer of Record which applies for one so that a foreigner can be based in Singapore while working for an overseas company commits an offence.

TopSource employs your Singapore citizens and permanent residents for you. We issue a compliant contract, set your hire up for CPF, run payroll and report to IRAS, so you can hire in Singapore without incorporating. When you need foreign hires there, we help you set up your own company.

## How EOR in Singapore works: the process through TopSource

Step 1

### Check the role and the hire

We confirm the job, the salary and the hire’s status. Singapore citizens and permanent residents can be employed through us; for a foreign national who needs a work pass, we walk you through setting up your own company instead.

Step 2

### Issue the contract

Your hire gets a contract under the Employment Act, with the key employment terms in writing before they start: pay, hours, leave, probation and notice.

Step 3

### Register and onboard

We set your hire up for CPF with their age band and, for a permanent resident, the date they obtained PR status, which sets their rates in the first two years.

Step 4

### Run payroll every month

Salary is paid within seven days of the end of each pay period, with an itemised payslip. CPF and the Skills Development Levy go through CPF EZPay by the 14th of the following month, and employment income is reported to IRAS by 1 March.

Step 5

### Support the relationship day to day

Your account manager and the employee have a direct line for leave, government-paid leave claims, pay rises, notice and anything else that comes up. When a permanent resident leaves, we file Form IR21 and handle the tax clearance.

## Know your Singapore hiring costs before you commit

Tell us the role, the salary and the hire’s age. We’ll send back the full employer cost, CPF included, within one business day.

## Employer Costs in Singapore Explained

A Singapore employee costs about 17% on top of salary up to the CPF ceiling, and less above it. Employer CPF is 17% for staff aged 55 and below, on wages up to S$8,000 a month, and the Skills Development Levy adds at most S$135 a year. On S$8,000 a month, the employer pays S$16,455 a year on top of S$96,000 of salary, 17.1%. There is no payroll tax and no employer pension beyond CPF.

#### CPF in 2026: rates, ceilings and deadlines

CPF applies to Singapore citizens and permanent residents. For employees aged 55 and below earning more than S$750 a month, the employer pays 17% and the employee 20%. The rates step down with age: 16% and 18% above 55 to 60, 12.5% each above 60 to 65, 9% and 7.5% above 65 to 70, and 7.5% and 5% above 70. The 55-to-65 bands rose on 1 January 2026 and rise again on 1 January 2027. Permanent residents pay lower graduated rates in their first two years. Ordinary Wages count up to S$8,000 a month. Bonuses and other Additional Wages count up to S$102,000 a year less the Ordinary Wages already subject to CPF, so employer CPF never exceeds S$17,340 a year. The Skills Development Levy is 0.25% of monthly pay, between S$2 and S$11.25. Contributions are due by the 14th of the following month, and late payment carries interest of 1.5% a month. Our [Singapore payroll guide](https://topsourceworldwide.com/global-payroll/singapore/)
covers the bonus ceiling in detail.

#### Work passes: why an EOR can't sponsor foreign hires

Foreign nationals need a work pass to work in Singapore: an Employment Pass for professionals, an S Pass for mid-skilled roles or a Work Permit. The Ministry of Manpower states that work passes are for foreigners working for Singapore-based companies, and that an Employer of Record which applies for one so that a foreigner can be based in Singapore while working for an overseas company commits an offence. MOM’s routes for an overseas company are a representative office, under Enterprise Singapore’s scheme, or a Singapore company registered with ACRA. Once you have a company, an Employment Pass needs a salary of at least S$5,600 a month, S$6,200 in financial services, rising with age, and 40 points under COMPASS. The job must first be advertised on MyCareersFuture for 14 days, unless an exemption applies: a company with fewer than ten employees, a salary of S$22,500 a month or more, or a role of a month or less. The qualifying salaries rise to S$6,000 and S$6,600 on 1 January 2027. [Our entity setup service](https://topsourceworldwide.com/entity-setup/)
 takes you through incorporation.

#### Reporting instead of withholding, and the IR21 rule

Employers in Singapore don’t deduct income tax from salary: it is not among the deductions the Employment Act allows, and employees file and pay their own tax after the year ends. The employer’s duty is reporting. Under the Auto-Inclusion Scheme, mandatory from five employees, employment income goes to IRAS by 1 March on Form IR8A, with Appendix 8A for benefits in kind; Form IR8S was withdrawn from the 2026 year of assessment. Failing to file carries a fine of up to S$5,000. The strict rule is IR21: when a permanent resident or foreign employee resigns, is posted overseas or leaves Singapore for more than three months, the employer must hold back all money due to them from the moment it knows, and file Form IR21 at least one month before the departure.

#### Contracts, leave, notice and dismissal

Employees covered by the Employment Act must get their key employment terms in writing within 14 days of starting, their salary within seven days of the end of each pay period and an itemised payslip. Annual leave starts at seven days after three months of service and rises by a day a year to 14. Sick leave is 14 days of outpatient leave and up to 60 days of hospitalisation leave. Maternity leave is 16 weeks for a child who is a Singapore citizen, paternity leave four weeks and shared parental leave ten weeks for children born from 1 April 2026, paid by the employer first and reimbursed by the government in whole or in part. Where the contract is silent, notice runs from one day under 26 weeks of service to four weeks after five years, the same for both sides. There is no statutory severance pay. The minimum retirement age is 64 and the re-employment age 69 from 1 July 2026, and wrongful dismissal claims go to the Tripartite Alliance for Dispute Management within one month of the last day of employment.

## EOR or entity setup: which one fits your Singapore plan?

Incorporating a Singapore private limited company is quick: S$300 to register with ACRA, share capital from S$1, a registered office in Singapore, at least one director who is ordinarily resident there and a company secretary within six months. The ongoing work is what costs: CPF, payroll, annual filings and IRAS reporting of your own. An EOR makes sense for citizens and permanent residents while you test the market or hire a first small team. Your own company makes sense once headcount justifies it, and it is the route for foreign hires who need a work pass.

| Factor | TopSource Singapore EOR | Your own Singapore company |
| --- | --- | --- |
| Who you can hire | Singapore citizens and permanent residents | Anyone with the right work pass |
| Speed to hire | Days | Registration in days, then a bank account, CPF and IRAS set-up |
| Set-up | None | S$300 ACRA fee, a resident director and a company secretary |
| Best fit | 1-10 citizens or PRs, market entry | Foreign hires, scaled operations |

### Consider an EOR if you’re:

1. Hiring Singapore citizens or permanent residents for a company based abroad
2. Testing the Singapore market before incorporating
3. Hiring a first small team without appointing a resident director
4. Needing CPF, payroll and IRAS reporting running from the first month

## Frequently asked questions

### Can an Employer of Record sponsor an Employment Pass in Singapore?

Not for a foreigner who will work for an overseas company. The Ministry of Manpower states that work passes are for foreigners working for Singapore-based companies, and that an Employer of Record which applies for one so that a foreigner can be based in Singapore while working for an overseas company commits an offence. An EOR can employ Singapore citizens and permanent residents, who need no work pass. For foreign hires, MOM points overseas companies to a representative office or a Singapore company registered with ACRA.

### What does an employee cost in Singapore?

About 17% on top of salary for a citizen or permanent resident aged 55 or below, up to the CPF ceiling. On S$8,000 a month the employer pays S$16,320 of CPF and S$135 of Skills Development Levy, S$16,455 a year on top of S$96,000 of salary. Employer CPF stops rising at S$8,000 a month and never exceeds S$17,340 a year, so the percentage falls on higher pay.

### Do employers withhold income tax in Singapore?

No. Singapore has no PAYE: employers report employment income to IRAS by 1 March and employees pay their own tax after the year ends. The exception is a permanent resident or foreign employee who leaves: the employer must hold back all money due from the moment it knows and file Form IR21 at least one month before the departure.

### What notice periods apply in Singapore?

Whatever the contract says, as long as it is the same for both sides. Where the contract is silent, the Employment Act sets one day under 26 weeks of service, one week up to two years, two weeks up to five years and four weeks after that. There is no statutory severance pay; it depends on the contract or a collective agreement.

### How quickly can we hire in Singapore through an EOR?

Within days for a Singapore citizen or permanent resident, once the role and salary are agreed: we issue the contract, set them up for CPF and add them to payroll. Your own company takes longer, because it needs a resident director, a company secretary, a bank account and your own CPF and IRAS registrations.

### EOR or our own Singapore company: which should we choose?

An EOR wins on speed and cost of entry for citizens and permanent residents: no resident director, company secretary or registrations of your own. Your own company wins on scale and is the route for foreign hires who need a work pass. Many clients start with an EOR and move the team to their own company once Singapore is proven.
