## What Croatian payroll actually involves

Croatian payroll runs on one employer contribution, a 20% pension contribution withheld from pay and income tax at rates each city sets for itself. Every salary payment is reported to the Tax Administration on a JOPPD form, and contributions are due when salaries are paid.

### 16.5% from the employer

Employers pay a single 16.5% health insurance contribution on gross salary, with no ceiling. There is no separate employer pension or unemployment contribution.

### 20% pension from the employee

Employees pay 15% to the first pension pillar and 5% to the second, on gross pay up to €11,958 a month in 2026.

### Income tax set by each city

Each city or municipality sets its own rates. Zagreb charges 23% up to €5,000 a month of taxable income and 33% above it, after a €600 monthly personal allowance.

### A €1,050 minimum wage

The gross minimum wage rose 8.25% to €1,050 a month on 1 January 2026.

### Salaries by the 15th

Each month’s salary must be paid by the 15th of the next month, with a JOPPD report filed on the day of payment.

## Employer Costs in Croatia Explained

A Croatian employee costs 16.5% on top of gross salary in health contributions, at every salary level, because the contribution has no ceiling. Pension contributions of 20% and income tax come out of the employee’s gross pay, so they change net pay, not the employer’s cost. Here’s the breakdown.

#### Contributions and the 2026 ceiling

Croatian payroll carries one employer contribution: health insurance at 16.5% of gross salary, paid to the Croatian Health Insurance Fund (HZZO) with no ceiling. Employees pay 20% of gross pay into the pension system, 15% to the first pillar and 5% to a second-pillar pension fund. Pension contributions stop at a maximum base of €11,958 a month, or €143,496 a year, in 2026, six times the average salary of €1,993.

Employees earning up to €1,300 a month pay less into the first pillar: the base is reduced by €300 for gross pay up to €700, and by half the difference between €1,300 and gross pay between those amounts. Contributions and tax are due when salaries are paid, and each payment is reported to the Tax Administration on a JOPPD form on the day of payment, or the next working day at the latest.

#### Income tax and the personal allowance

Income tax is withheld from each salary after pension contributions and a personal allowance of €600 a month, plus allowances for dependent children and other dependants. The rate depends on where the employee lives: each city or municipality sets a lower rate between 15% and 23% and a higher rate between 25% and 33%, with Zagreb at the top of both ranges. The lower rate applies to the first €5,000 a month of taxable income (€60,000 a year), and 20% and 30% apply where no rate has been set.

The local surtax (prirez) was abolished in 2024, so the city’s rate is the whole tax. Christmas bonuses, holiday allowances and similar occasional awards are tax-free up to €700 a year in total; above that they are taxed as salary.

#### Salary payment, working time and overtime

Salaries must be paid by the 15th of the month for the previous month, unless a collective agreement or contract sets an earlier date, and employees receive a written calculation within 15 days of payment. Full-time work is up to 40 hours a week. Overtime is ordered in writing, cannot take the week beyond 50 hours and is limited to 180 hours a year, or 250 under a collective agreement.

Overtime, night work and work on public holidays are paid at an increased rate set by the collective agreement, work rules or contract, and each hour of Sunday work at least 50% more. Employers pay sick leave for the first 42 days of an illness, after which the health insurance fund (HZZO) takes over.

#### What a Croatian employee actually costs

For an employee in Zagreb earning €3,000 gross a month, the employer pays €495 in health contributions, a total cost of €3,495 a month or €41,940 a year, 16.5% on top of salary. The employee pays €600 in pension contributions and €414 in income tax and takes home €1,986. At €15,000 a month the pension base stops at €11,958, and the 33% rate applies to taxable income above €5,000.

The gross minimum wage is €1,050 a month from 1 January 2026, up 8.25% from €970, and collective agreements in some sectors set higher pay. Christmas bonuses and holiday allowances are not required by law; when paid, they are tax-free up to €700 a year.

#### Leave, notice and severance

Employees are entitled to at least four weeks of paid annual leave a year, after six months of continuous employment in a first job. Probation can be agreed for up to six months.

Minimum notice runs from two weeks in the first year of employment to three months after 20 years, when it rises by two weeks for employees aged 50 or over and by a month for those aged 55 or over; it is halved for dismissal due to misconduct. Employees dismissed after two years of continuous service, other than for reasons related to their conduct, receive severance of at least a third of their average monthly pay for each year of service, capped at six months’ pay unless otherwise agreed.

## How our Croatian payroll service works

1. Map your setup

We confirm your registration as an employer, each employee’s personal identification number (OIB), city of residence and second-pillar fund, and any collective agreement or work rules that set pay, overtime and leave.

2. Migrate or onboard

New hires are registered for pension and health insurance from their first day. Year-to-date pay, tax, contributions and leave balances are carried across so nothing is lost at the changeover.

3. Run and review

Each period you receive a payroll report for approval before anything is paid: gross to net per employee, contributions and tax at each employee’s city rate, with variances explained. Nothing is paid until you approve it.

4. File and pay

We pay salaries by the 15th, pay contributions and tax with them and file the JOPPD report on payment day, whether your team works in Zagreb, Split or anywhere else in Croatia.

5. Stay current

The contribution ceiling and the minimum wage change every January and cities can change their tax rates. We apply each change as it takes effect and re-verify the figures on this page.
