## What payroll in Monaco actually involves

Payroll in Monaco runs on social contributions, not income tax. Employers pay about a third of gross pay to the Caisses Sociales de Monaco and employees about 14%, all due on the 10th of the following month.

### Contributions to four funds

Employers pay about a third of gross pay to the CCSS, the CAR pension fund, the CMRC complementary pension and unemployment insurance, each capped at its own monthly ceiling.

### No income tax to withhold

Monaco residents pay no income tax, French nationals aside. Employees who live in France are taxed by France, which collects the tax from them directly, outside the Monaco payroll.

### Minimum wage of €2,080.39

Since 1 June 2026 the minimum is €12.31 an hour, €2,080.39 a month on the 39-hour week, plus a 5% allowance that carries no contributions.

### Due on the 10th

Salary declarations and contributions are due on the 10th of the following month, weekends and holidays included. Late payment costs 1% interest a month plus a 10% surcharge.

### A work permit before day one

Every foreign hire needs written authorisation from the Direction du Travail before starting work, and the employment contract is only valid once it is granted.

## Employer Costs in Monaco Explained

A Monaco employee costs about a third on top of gross salary at most pay levels, and less at the top, because every fund stops at its own ceiling. Employees pay their share of the CAR, CMRC and unemployment contributions, and there is no income tax to deduct. Here’s the breakdown.

#### The four Caisses Sociales contributions

The CCSS, which covers sickness, maternity and family benefits, is paid by the employer alone: 13.45% of pay up to €10,000 a month, including 0.25% for the occupational health service and 0.05% for the wage guarantee fund. The CAR basic pension takes 8.39% from the employer and 6.85% from the employee on pay up to €6,276 a month.

Unemployment insurance is 4% for the employer and 2.4% for the employee on pay up to €16,020 a month. The CMRC complementary pension is 10.02% on pay up to €4,067 a month and 24.29% from there to €32,536, split 60% employer and 40% employee. The CCSS, CAR and CMRC ceilings rose on 1 October 2026; the unemployment ceiling changes each January.

#### Income tax and employees who live in France

Monaco levies no income tax on its residents, with one exception: French nationals living in Monaco are, with limited exceptions, taxed in France under the 1963 tax convention between the two countries. Monaco payroll therefore deducts social contributions only.

Employees who live in France pay French income tax on their Monaco salary. Because the employer is established outside France, nothing is withheld at source: the French tax authority collects instalments directly from the employee, so the Monaco payslip shows no French tax.

#### Minimum wage, the 39-hour week and overtime

Monaco’s minimum wage follows the French SMIC. Since 1 June 2026 it is €12.31 an hour, or €2,080.39 a month for the 169 hours of Monaco’s 39-hour legal week, and minimum pay must be increased by an exceptional allowance of 5%, which carries no social contributions. The rate moves whenever the French SMIC does, as it did automatically in June 2026.

Hours beyond 39 a week are paid at 25% more for the first eight and 50% more after that. The week can be extended to 47 hours, with an absolute limit of 48 hours in any one week and an average of 46 over twelve weeks, and no more than 10 hours a day without the labour inspector’s approval.

#### What a Monaco employee actually costs

For an employee earning €5,000 gross a month, the employer pays €672.50 to the CCSS, €419.50 to the CAR, €200 for unemployment insurance and €380.49 to the CMRC: €1,672.49 in total, a monthly cost of €6,672.49, 33.45% on top of salary. The employee pays €716.16 in contributions and takes home €4,283.84, with no income tax withheld.

Every payment of wages comes with a payslip, which can be electronic unless the employee objects. The staff register and payroll books are kept for five years, and the labour inspectorate and the Caisses Sociales can ask to see them at any time.

#### Leave, notice and the 2025 employment law reform

Employees earn two and a half working days of paid leave for each month worked, up to 30 working days a year, with two to six extra days after 20, 25 and 30 years of service. Notice is one month after six months of service, two months after two years and three months for managers after two years, halved when the employee resigns. A dismissal without a valid reason also costs one day’s pay per month of service, up to six months’ pay.

Law No. 1.583 of 2 December 2025 introduced the rupture conventionnelle, a mutually agreed termination approved by the labour inspectorate, from March 2026. The agreed payment is at least a quarter of a month’s pay per year of service below two years, is due within a month and carries no social contributions. The same law caps probation at three months, renewal included.

Net pay is before any income tax the employee owes where they live, because Monaco payroll withholds none. The gross-to-net table uses the ceilings in force from 1 October 2026 and the 60/40 split of CMRC contributions. These are TopSource calculations from the verified rates.

Rates, ceilings and amounts shown were verified on 8 October 2026 against the Caisses Sociales de Monaco employer rates from 1 October 2026, the Journal de Monaco circular on the minimum wage from 1 June 2026, Monaco’s laws on working time, paid leave, employment contracts, dismissal pay and hiring, and the French tax administration’s guidance on salaries paid from abroad. This page is general information, not tax or legal advice.

## How our Monaco payroll service works

1. Map your setup

We confirm your employer affiliation with the Caisses Sociales de Monaco, each employee’s registration and work permit, and any collective agreement or contract terms that set pay, allowances and notice.

2. Migrate or onboard

New hires start only once the hiring authorisation is granted, and are registered with the Caisses Sociales from their first month. Year-to-date pay, contributions and leave balances are carried across so nothing is lost at the changeover.

3. Run and review

Each period you receive a payroll report for approval before anything is paid: gross to net per employee and every CCSS, CAR, CMRC and unemployment contribution, with variances explained. Nothing is paid until you approve it.

4. File and pay

We pay salaries, issue payslips, and declare salaries and pay every contribution to the Caisses Sociales by the 10th, so late-payment interest and surcharges never apply.

5. Stay current

Contribution ceilings change every October and January, and the minimum wage moves with the French SMIC. We apply each change as it takes effect and re-verify the figures on this page.

### When are social contributions due in Monaco?

About a third on top of gross pay at most salary levels: an employee on €5,000 a month costs €6,672.49 in total. Tell us the role and salary and we’ll send the full cost within one business day.

### What are the Monaco contribution ceilings from October 2026?

Monthly ceilings are €10,000 for the CCSS, €6,276 for the CAR and €4,067 for tranche A of the CMRC, with tranche B running to €32,536. Unemployment insurance is capped at €16,020 a month for 2026.

### Do you need a work permit to hire in Monaco?

Yes, for foreign nationals. The employer must obtain written authorisation from the Direction du Travail before the employee starts, and priority goes to Monegasque nationals and then to groups the law defines, starting with spouses of Monegasques. Hiring a Monegasque national is declared at the start.

### What is a rupture conventionnelle in Monaco?

A mutually agreed termination introduced by Law No. 1.583 and available since March 2026. Both sides sign an agreement, have seven days to withdraw, and the labour inspectorate approves it. The termination payment carries no social contributions.

### Can a foreign company run payroll in Monaco without an entity?

Employing staff in Monaco generally requires a local establishment registered with the Caisses Sociales, such as a Monaco company or branch. Without one, the usual route is an Employer of Record. TopSource can run payroll for your Monaco entity or employ your team through our Employer of Record service.
