## What Dutch payroll actually involves

Dutch payroll looks orderly – one monthly filing, one tax authority – but the details move twice a year. The minimum wage indexes every 1 January and 1 July, employer premium percentages change every January, the 30% ruling is mid-reform, and contractor misclassification enforcement has resumed. Precision is the whole job.

The loonaangifte (combined wage tax and social insurance return) is prepared, filed and paid to the Belastingdienst every wage period — with parameters updated every January and July when rates and the minimum wage index.

## Employer Costs in the Netherlands Explained

Statutory employer premiums in the Netherlands total **15.6%** of gross salary for a permanent contract at a small employer (AWf 2.74% + Aof 6.27% + Wko 0.50% + Zvw 6.10%), and **22.0%** for a fixed-term or flexible contract at a medium or large employer (AWf 7.74% + Aof 7.63% + Wko 0.50% + Zvw 6.10%). On top of both sits your employer-specific Whk premium, the statutory 8% holiday allowance, and in most sectors mandatory pension fund participation. Premiums apply to earnings up to the €79,409 SV ceiling. The minimum wage is €14.99 per hour (21+, since 1 July 2026) and re-indexes every January and July. Here’s the breakdown.

#### AWf, Aof and Whk: the premium stack

The AWf unemployment premium is differentiated by contract type — 2.74% for permanent written contracts, 7.74% for fixed-term and flexible work — deliberately pricing flexibility. The Aof disability premium is differentiated by employer size: 6.27% below the wage-bill threshold, 7.63% above it, plus the 0.50% Wko childcare surcharge on the same base. The Whk return-to-work premium is set per employer on your annual Belastingdienst decision letter and is experience-rated — your claims history moves your rate (typically between ~0.4% and ~6.1%). All apply to salary up to the SV ceiling. We apply each at your firm’s actual rates, not sector averages.

#### Zvw, the SV ceiling and what employees pay

Employers pay a 6.10% Zvw healthcare levy on salary up to €79,409 — an employer cost, never deducted from the employee. Employees separately fund national insurance (AOW pension, Anw, Wlz long-term care — 27.65% within the first tax bracket) through wage tax withholding, plus their own health insurer premium. The clean split matters: getting an employer levy onto an employee’s payslip as a deduction is a compliance error the Belastingdienst does notice.

#### Holiday allowance, leave and the minimum wage

Vakantiegeld is a statutory 8% of gross, accrued continuously and normally paid each May — treating it as a discretionary year-end bonus is one of the most common errors we correct. Full-time employees are entitled to at least four times their weekly hours in paid vacation (20 days on a five-day week); many CAOs add more. The statutory minimum wage is hourly-only since 2024 and re-indexes twice a year — €14.71 from 1 January 2026, €14.99 from 1 July 2026 — so payroll parameters need updating on both dates, every year.

#### Sickness, maternity and partner leave in the payroll run

When an employee falls ill, the employer continues paying at least 70% of wages for up to 104 weeks (two years) — many CAOs top the first year up to 100% — making sickness one of the largest hidden payroll costs in the Netherlands. Maternity leave is at least 16 weeks, paid via a UWV (WAZO) benefit that we apply for and reconcile through payroll; partners get one week fully paid plus up to five additional weeks at 70% via UWV. Each of these runs through the payroll correctly or not at all — wrong sick-pay percentages and unclaimed UWV benefits are money left on the table. We process continued pay at the correct CAO percentage from day one and handle the UWV claims.

#### The 30% ruling and contractor risk

For qualifying employees recruited from abroad, up to 30% of salary can be paid tax-free through 2026. From 1 January 2027 the rate drops to 27% – and that applies to rulings already running, not only to new ones. Only employees who were already using the ruling in 2023 keep 30% for their full term. Salary thresholds (€48,013 in 2026; €36,497 for under-30s with a qualifying master’s) rise with indexation. The application must reach the Belastingdienst within 4 months of the start date — miss it and the benefit only starts the month after late submission. Separately, contractor misclassification enforcement has resumed: the Belastingdienst can reclassify contractor relationships and assess wage taxes retroactively, with the soft-landing period ending 1 January 2027. If your Dutch ‘contractors’ work like employees, fix it before they do.

Often, yes. Participation in a bedrijfstakpensioenfonds is mandatory by sector, not by choice, and which fund applies depends on your actual activity rather than your SBI code. Employers frequently discover the obligation retroactively. We confirm your fund before the first run, remit contributions and support the Future Pensions Act (Wtp) transition.

### Who qualifies for the 30% ruling, and what changes in 2027?

The ruling applies to employees recruited from abroad who meet the salary threshold (€48,013 in 2026, or €36,497 for under-30s with a qualifying master’s) and the 150 km rule. The application must reach the Belastingdienst within four months of the employment start date to apply from day one.

From 1 January 2027 the rate drops from 30% to 27%. This is the part employers most often get wrong: it is **not** limited to new rulings. Employees who already hold a ruling granted from 2025 onwards move to 27% as well. Only those who were already using the ruling back in 2023 keep 30% for the full term under the transitional rules. Salary thresholds are indexed each year, so packages sitting near the threshold are worth reviewing before renewal.

### What changes in Dutch payroll on 1 January and 1 July each year?

Employer premium percentages, the SV ceiling and tax bracket parameters change every 1 January. The statutory minimum wage re-indexes twice a year, on 1 January and 1 July (€14.71 from January 2026, €14.99 from July 2026). Both dates require payroll parameter updates; we apply them and re-verify the figures published on this page.
