## What a payroll company in Norway handles for you

Payroll in Norway runs on the a-melding, the monthly report of pay, tax deductions and employer’s contribution to the Tax Administration, NAV and Statistics Norway. From January 2026 the tax deduction account was abolished: withheld tax is now paid to the Tax Administration on the first working day after salaries are paid.

### A-melding by the 5th

Pay, tax deductions, employer’s contribution and employment details for each month are reported in the a-melding by the 5th of the following month, with no extensions.

### Tax paid the day after payday

Since January 2026 there is no tax deduction account: tax withheld from salaries is paid to the Tax Administration by the first working day after payday.

### Employer’s contribution of 14.1%

Employers pay social security contributions of 14.1% on pay in zone I, which includes Oslo and the other large cities, and lower rates in other zones, every two months.

### OTP pension from 2%

Most employers must pay at least 2% of each employee’s pay, up to 12 times the National Insurance basic amount (NOK 1,638,588 in 2026), into an occupational pension.

### Holiday pay of 10.2%

Holiday pay of at least 10.2% of the previous year’s pay replaces salary during the holiday, with 2.3 points more for employees over 60.

## Employer Costs in Norway Explained

A Norwegian employee costs about 16.4% on top of gross salary in employer’s contribution and the minimum pension, before occupational injury insurance and any richer pension plan. The exact figure depends on the zone of the business unit and the company’s pension scheme. Here’s the breakdown.

#### Employer’s social security contribution

Employers pay social security contributions (arbeidsgiveravgift) on salaries, holiday pay, taxable benefits and pension contributions, with no ceiling. The rate depends on the zone of the business unit: 14.1% in zone I, which includes Oslo and the other large cities, 10.6% in zone II, 6.4% in zone III, 5.1% in zone IV, 7.9% in zone IVa and 0% in zone V in the far north. In zone Ia, businesses pay 10.6% until the saving reaches NOK 850,000 a year, and 14.1% after that.

The contribution is calculated from the a-melding and paid every two months: by 15 March for January and February, and then by the 15th of every second month.

#### Tax deductions and the 2026 change

Employers withhold tax (forskuddstrekk) from each salary using the employee’s tax deduction card, which the Tax Administration provides to the employer electronically. Income tax combines 22% on ordinary income after deductions, bracket tax of 1.7% to 17.8% on gross pay above NOK 226,100 and the employee’s 7.6% social security contribution on pay above NOK 99,650.

From 1 January 2026 the tax deduction account (skattetrekkskonto) no longer exists. Instead of setting withheld tax aside in a blocked account and paying it every two months, employers pay it straight to the Tax Administration by the first working day after salaries are paid, and report the payment date in the a-melding.

#### OTP pension and holiday pay

Companies with at least two people working 75% or more, or one employee without an ownership stake, must have an occupational pension scheme (OTP) with contributions of at least 2% of each member’s pay up to 12 times the basic amount (G): NOK 1,638,588 since G rose to NOK 136,549 on 1 May 2026. The employer also pays the employer’s contribution on the pension premium and the scheme’s administration costs.

Employees are entitled to 25 working days of holiday a year, and six more from the year they turn 60. Holiday pay of 10.2% of the previous year’s pay, plus 2.3 points for those over 60 on pay up to six times G, is paid instead of salary for the holiday, on the last ordinary payday before it. Where a collective agreement or contract gives five weeks, holiday pay is usually 12%.

#### What a Norwegian employee actually costs

For an employee in Oslo earning NOK 720,000 a year, NOK 60,000 a month, the employer pays NOK 101,520 of employer’s contribution, NOK 14,400 into the OTP pension and NOK 2,030.40 of contribution on the pension: NOK 117,950.40, an annual cost of NOK 837,950.40, or 16.4% on top of salary, before occupational injury insurance and pension fees.

A resident employee with no other income or deductions pays NOK 184,502.60 in tax for the year: NOK 54,720 of social security contribution, NOK 17,635.40 of bracket tax and NOK 112,147.20 at 22% after the standard deduction and personal allowance. That leaves NOK 535,497.40, about NOK 44,625 a month.

#### Working hours, notice, sick pay and parental leave

Normal working time is up to nine hours a day and 40 hours a week. Overtime is allowed only for a particular, time-limited need, up to ten hours a week, 25 hours in four weeks and 200 hours a year, and is paid at least 40% above normal pay. Probation can be agreed for up to six months.

Unless agreed otherwise, notice is one month, rising to two months after five years and three months after ten, and it runs from the first day of the month after notice is given. The employer pays sick pay for the first 16 calendar days, then NAV takes over. Parents share 49 weeks of parental benefit at full rate or 61 weeks at 80%, with 15 weeks reserved for each parent at the full rate.

The gross-to-net table assumes a resident employee in zone I with no other income or deductions, taxed on the year as a whole, and an employer paying the minimum 2% OTP pension. Employee tax combines the 7.6% social security contribution, bracket tax and 22% on ordinary income after the standard deduction (46%, up to NOK 95,700) and the personal allowance of NOK 114,540. These are TopSource calculations from the verified rates.

Rates, thresholds and dates shown were verified on 12 October 2026 against the Norwegian Tax Administration’s 2026 rates and a-melding deadlines, NAV’s basic amount, the Mandatory Occupational Pension Act, the Holiday Act, the Working Environment Act and the National Insurance Act. ## How our Norwegian payroll service works

1. Map your setup

We confirm your registration as an employer, your employer’s contribution zone, your OTP pension scheme and occupational injury insurance, and the contract or collective agreement terms that set pay, holiday and notice.

2. Migrate or onboard

New hires are reported in the next a-melding and their tax deduction cards fetched from the Tax Administration, and foreign employees are checked for a Norwegian ID number. Year-to-date pay, holiday pay balances and pension data are carried across.

3. Run and review

Each month you receive a payroll report for approval before anything is paid: gross to net per employee and every tax deduction, employer’s contribution, pension and holiday pay line, with variances explained. Nothing is paid until you approve it.

4. File and pay

We pay salaries, pay withheld tax by the first working day after payday, file the a-melding by the 5th and pay employer’s contribution every two months, with holiday pay settled before the holiday.

5. Stay current

The basic amount (G) changes every 1 May and tax rates every January. We apply each change as it takes effect and re-verify the figures on this page.
