# Payroll Services in Portugal

Portugal pays fourteen salaries a year against an uncapped 23.75% employer contribution, which puts the real annual cost of a Portuguese employee close to 18 times monthly gross – not 12 plus a percentage. TopSource budgets it properly, files both monthly declarations, and uses the two exemptions that deliver a euro of net pay for a euro of cost.

## What Portuguese payroll actually involves

Portugal has one of the simplest contribution structures in Europe – a single flat rate, no ceiling, no bands – and one of the most commonly mispriced cost bases, because of the fourteen-salary year and a set of allowances and reliefs that sit outside the headline rate. These are the five things that decide whether a Portuguese payroll is right.

### Budgeting Portugal properly, which means fourteen salaries

Employees are paid fourteen times a year – twelve monthly salaries plus a holiday subsidy and a Christmas subsidy – and both subsidies carry full social security and income tax. Add employer social security at 23.75% with no ceiling, mandatory accident insurance and a near-universal meal allowance, and the real all-in cost lands between 17.6 and 20.2 times monthly gross a year: 18% to 36% more than a budget of twelve months plus 23.75%.

### Registering without a Portuguese entity

A foreign employer can register directly with Segurança Social and run Portuguese payroll without a local entity. An employer based elsewhere in the EU, the EEA or Switzerland can also agree that the employee pays the contributions. Non-EU employers, which since Brexit includes British ones, need a Portuguese tax representative unless they sign up for the tax authority’s electronic notifications.

### Running the monthly cycle under an uncapped base

Social security is a single rate – 23.75% employer and 11% employee – on the whole of pay, with no ceiling, no reduced band and no surcharge. That makes Portugal structurally simple and structurally expensive at senior salaries. Income tax is withheld through separate monthly tables rather than the annual brackets, reissued each year by ministerial dispatch. Reduced contribution rates apply to a few categories, such as board members without management functions.

### Using the exemptions that actually exist

Two things reach the employee free of social security and income tax. A meal allowance on a card is exempt up to EUR 10.46 a working day in 2026, against EUR 6.15 in cash – about EUR 2,530 a year. A productivity bonus is exempt up to 6% of annual base pay if the employer meets a company-wide pay rise condition. On both, a euro of cost delivers a euro of net pay; through salary, about 46 cents at EUR 3,000 a month.

### Filing twice, to two authorities, on the same day

Portugal requires two monthly remuneration declarations, one to Segurança Social and one to the Autoridade Tributária, both due by the 10th of the following month for the same pay run, and neither accepts the other’s file. Contributions are paid between the 10th and the 20th, and withheld income tax by the 20th. Filing one and not the other is easy to miss for months, because the missing one produces no payment demand.

Only the 23.75% is a statutory rate; the rest depends on the package, so the result sits above the statutory figures in the tables below.

## Employer Costs in Portugal Explained

Employer social security in Portugal is 23.75% of the whole of pay with no ceiling at any salary – but the number that matters is the multiple, not the percentage. Because employees are paid fourteen times a year and both extra payments carry full contributions, and because accident insurance and a meal allowance sit on top, all-in employer cost runs from about 17.6 times monthly gross a year at senior salaries to 20.2 times at the minimum wage. That is 47% to 68% more than twelve monthly salaries, and 18% to 36% more than twelve months plus 23.75%. Here’s the breakdown.

#### The single rate, the absent ceiling, and what it does at senior salaries

Portuguese social security is simple to state and expensive to carry: the Taxa Social Única is 23.75% from the employer and 11% from the employee, 34.75% combined, on the entire remuneration with no ceiling whatsoever – no upper earnings limit, no reduced rate above a threshold, no cap of any kind. An employee on EUR 20,000 a month attracts the same 23.75% as one on EUR 1,000. That combination – a single flat rate on a genuinely uncapped base – is what makes Portugal price differently at the senior end from Poland, Germany or Spain, which all cap contributions.

The statutory breakdown is worth knowing because it is commonly misquoted. The Contributory Code allocates the combined 34.75% by contingency: old age 20.21%, unemployment 5.14%, invalidity 4.29%, death 2.44%, sickness 1.41%, parenthood 0.76% and occupational disease 0.50%. The statute splits the combined rate, not the employer’s 23.75% on its own – several English-language sources present those percentages as a breakdown of the employer contribution, which they are not.

Reduced rates exist for defined categories and are worth claiming where they apply. Members of statutory bodies without management functions pay 20.30% employer and 9.30% employee. Non-profit social solidarity institutions pay 22.30%. Employees with a recognised disability attract 11.90% from the employer. There are also targeted exemptions for first-job hires and the long-term unemployed. None is automatic: each needs the right classification, made and evidenced at registration.

What the 23.75% does not include is work accident insurance, which in Portugal is not part of social security at all. It is mandatory private cover placed with a licensed insurer, priced by activity, on top of the contribution rate. A cost stack showing 23.75% as the whole employer burden is missing it – and is often still adding a contribution to the Fundo de Compensação do Trabalho, which employers have not paid since May 2023.

#### Fourteen salaries, and the fund that stopped taking money but still has a deadline

Portuguese employees are entitled to fourteen payments a year: twelve monthly salaries, a holiday subsidy and a Christmas subsidy, each equal to a month’s pay. Both subsidies are mandatory, both are fully subject to social security and income tax, and neither is a discretionary bonus. The Christmas subsidy is due by 15 December and the holiday subsidy before the main annual leave is taken. Many employers agree with their staff to pay them in twelfths across the year, which smooths cash flow without changing the total.

The commercial consequence is a multiplier rather than a percentage. Fourteen salaries at 23.75% employer social security is 17.33 times monthly gross before anything else. Add accident insurance and a meal allowance and the all-in annual cost runs from about 17.6 times monthly gross at senior salaries to 20.2 times at the minimum wage – 47% to 68% more than twelve monthly salaries, and 18% to 36% more than twelve months plus 23.75%. The table below sets it out by salary level.

Note which way that multiplier moves, because it is counterintuitive. The all-in multiple is highest at the bottom of the salary range and lowest at the top, because the meal allowance is a flat daily amount rather than a percentage – large against a minimum wage and almost immaterial against a senior salary. So the proportional employer burden falls as pay rises, even though there is no contribution ceiling at all.

One more item belongs here because it is widely misstated and time-limited. Employer contributions to the Fundo de Compensação do Trabalho were suspended in May 2023 and the fund was extinguished from 1 January 2024 by Decreto-Lei 115/2023, so any cost model still adding 0.925% for the FCT overstates the bill. The related guarantee fund, the FGCT, survives. Employers holding FCT balances can mobilise them only until 31 December 2026 – up to twice where the balance is under EUR 400,000 and up to four times above – for approved uses such as training, worker housing or half of a termination payment. Anything left then passes to the FGCT.

#### Income tax, the withholding tables, and the regime that changes what a graduate costs

Portuguese income tax runs on nine brackets from 12.5% to 48% for 2026, with an additional solidarity rate of 2.5% above EUR 80,000 and 5% above EUR 250,000, for a top marginal rate of 53%. The 2026 budget cut brackets two to five by 0.3 points, and a government bill sent to Parliament in September 2026 would cut the first six by a further 0.3 to 0.5 points for all 2026 income; it was not law when this page was last reviewed. The minimum subsistence amount is EUR 12,880, fourteen times the monthly minimum wage, because the statute ties the two.

The mechanism that trips up foreign employers is that monthly withholding does not use those brackets at all. Portugal withholds through separate monthly tables for different family and disability situations, approved by ministerial dispatch each year and reissued when rates change. The rate is applied to each month’s pay rather than on a cumulative annual basis, so withholding and the final liability are reconciled only on the annual return. A payroll that applies the annual brackets monthly is wrong every month of the year.

IRS Jovem changes what a young employee costs to attract. It exempts employment income on a sliding scale over ten years – 100% in year one, 75% in years two to four, 50% in years five to seven and 25% in years eight to ten – for taxpayers up to 35, capped at 55 times the social support index: EUR 29,542 of income a year for 2026, with the index at EUR 537.13. The education requirement of the earlier version has been removed.

For an employer, IRS Jovem costs nothing and is worth a great deal to the employee: a graduate under the regime takes home substantially more from the same gross, and social security is untouched. Separately, the old Non-Habitual Resident regime is closed to new entrants. Its replacement, IFICI, is a narrower 20% flat rate for scientific research and innovation roles – worth checking for specialist inbound hires, but not the broad expatriate regime its predecessor was.

#### The two routes that deliver a euro of net pay for a euro of cost

Portugal’s meal allowance regime is unusually favourable, and most foreign employers use it badly or not at all. For 2026 the exempt limit is EUR 6.15 a working day in cash and EUR 10.46 on a meal card or voucher, under Portaria 51-B/2026/1, with effect from 1 January. Within those limits the allowance is free of income tax and social security on both sides. Over a normal working year the card route is worth about EUR 2,530 of tax-free value per employee, and the gap between card and cash alone about EUR 1,040 a year, for nothing more than changing the payment method.

The second route is less well known and larger. Under the state budget, renewed for 2026, productivity and performance bonuses, profit-sharing and balance-sheet bonuses are exempt from income tax and excluded from social security up to 6% of the employee’s annual base pay. The employer must have raised average base pay by 4.6% in 2026 (4.7% in 2025) and raised the pay of employees below that average by the same measure, and the bonus must be paid voluntarily, not as a regular entitlement – a condition the tax authority reads strictly. Tax is still withheld when the bonus is paid and comes back on the annual return.

The arithmetic is the strongest planning lever on this page. Paying EUR 2,520 to an employee on EUR 3,000 a month as an ordinary bonus costs the employer about EUR 3,144 with social security and accident cover, and leaves the employee about EUR 1,460 after their 11% and income tax at the 34.9% marginal rate – a pass-through of about 46%. Paid as a qualifying productivity bonus, the same EUR 2,520 carries no social security on top and, once the withholding comes back, reaches the employee in full. A euro of net pay costs about EUR 2.15 through salary and EUR 1.00 through either exempt route.

Both routes have hard limits and neither is a general salary substitute. The meal allowance is capped at a daily rate and paid only for days actually worked. The productivity bonus is capped at 6% of annual base pay and carries conditions the employer must meet and evidence. Used properly they are worth a few thousand euros of net pay a year per employee at no extra employer cost; used to depress base salary they fail the conditions and, eventually, an inspection.

#### Leave, sickness, dismissal, and the collective agreement you may not know binds you

Statutory annual leave is 22 working days. A great deal of guidance says 25: the extra days were an attendance bonus abolished in 2012 by Lei 23/2012, and they survive only where a collective agreement or an individual contract provides them. Many do, which is why 25 days is common in practice and wrong as a statutory statement. Add about thirteen public holidays, plus municipal ones. Overtime is paid at premium rates that rise once an employee passes 100 hours of overtime in a year.

Sick pay is one place Portugal is cheaper than almost anywhere else in Europe: the employer pays nothing. There is a three-day waiting period that nobody pays, and Segurança Social pays sickness benefit from day four at rates that rise with the length of the absence. Parental leave is also state-funded: initial parental leave of 120, 150 or 180 days depending on the option and how it is shared, and a father’s exclusive leave of 28 days – raised from 20 by Lei 13/2023, a figure much English-language guidance has not caught up with.

There is no at-will dismissal in Portugal, the biggest structural difference from an Anglo-Saxon labour market. Termination requires just cause, a collective dismissal or an extinction-of-post procedure, each with its own evidence and timetable. Redundancy compensation is 14 days’ base pay per year of service for service since 1 May 2023; earlier years follow the transitional rules of previous reforms. Unlawful dismissal exposes the employer to back pay to the date of judgment plus reinstatement or higher compensation, so termination is a planned process with legal input, not a decision executed in a week.

Two traps to close on. Fixed-term contracts are not the cheap option they are often assumed to be: compensation on expiry is 24 days’ pay per year of service since 1 May 2023, against 14 on a redundancy, so a fixed-term engagement that runs its course costs more per year than a permanent one made redundant. And collective agreements bind more employers than expect it: a sector agreement can be extended to non-signatories by ministerial order, so a foreign employer with no union relationship can still be bound to sector minimum pay, extra leave and allowances. Which agreement applies, if any, is a first-week question.

### The fourteen-salary multiplier across the salary range, 2026

| Monthly gross | Annual pay × 14 | Employer TSU | Accident cover | Meal allowance | All-in cost | Multiple | vs 12 × salary |
| --- | --- | --- | --- | --- | --- | --- | --- |
| EUR 920 | EUR 12,880 | EUR 3,059 | EUR 129 | EUR 2,531 | EUR 18,599 | 20.22× | +68.5% |
| EUR 1,200 | EUR 16,800 | EUR 3,990 | EUR 168 | EUR 2,531 | EUR 23,489 | 19.57× | +63.1% |
| EUR 2,000 | EUR 28,000 | EUR 6,650 | EUR 280 | EUR 2,531 | EUR 37,461 | 18.73× | +56.1% |
| EUR 3,000 | EUR 42,000 | EUR 9,975 | EUR 420 | EUR 2,531 | EUR 54,926 | 18.31× | +52.6% |
| EUR 5,000 | EUR 70,000 | EUR 16,625 | EUR 700 | EUR 2,531 | EUR 89,856 | 17.97× | +49.8% |
| EUR 10,000 | EUR 140,000 | EUR 33,250 | EUR 1,400 | EUR 2,531 | EUR 177,181 | 17.72× | +47.7% |
| EUR 20,000 | EUR 280,000 | EUR 66,500 | EUR 2,800 | EUR 2,531 | EUR 351,831 | 17.59× | +46.6% |

Nothing in the contribution structure is capped: 23.75% and 11% apply to the whole of pay at every level, including both subsidies. The meal allowance and a qualifying productivity bonus are the only significant routes outside it. The multiplier table assumes fourteen payments, accident insurance at an indicative 1% of pay (a private premium priced by activity, not a statutory rate) and the meal allowance at the EUR 10.46 card limit for 22 days in 11 months; the last column compares with twelve monthly salaries and no contributions. It excludes any collective agreement uplift. These are TopSource calculations from the 2026 rates, not published figures.

Rates and thresholds are for the 2026 calendar year and were verified on 25 September 2026. The meal allowance limits are set by portaria each year, and the productivity bonus exemption is renewed budget by budget, not permanently. A bill to lower the 2026 income tax rates was before Parliament at that date. The government’s Trabalho XXI labour reform was rejected by Parliament on 19 June 2026, so the Labour Code rules shown are those in force. This page is general information, not tax or legal advice.

## How our Portugal payroll service works

1. Map your setup

We start with the budget, because Portugal is often mispriced at the point of decision: fourteen salaries, an uncapped 23.75%, mandatory accident cover and a meal allowance produce an all-in cost of 17.6 to 20.2 times monthly gross a year, not the 12 times plus a percentage most models assume. We then establish whether you can register directly with Segurança Social – you probably can – and which collective agreement, if any, has been extended to your sector.

2. Migrate or onboard

Segurança Social and tax registration, work accident insurance with a licensed insurer, and a tax representative if you are non-EU and not using electronic notifications. On a migration the first four things we check are whether both monthly declarations are actually filed, whether the meal allowance is paid on a card rather than in cash, whether any FCT balance is still unmobilised before the 31 December 2026 deadline, and whether IRS Jovem is applied in withholding for everyone eligible.

3. Run and review

Social security at 23.75% and 11% on the full uncapped base, with reduced rates where a category genuinely qualifies. Income tax withheld on the correct monthly table for each employee’s situation, not the annual brackets. The meal allowance at the EUR 10.46 daily card limit. The holiday and Christmas subsidies budgeted and accrued month by month rather than arriving twice a year as a surprise. And the productivity bonus exemption used where the company-wide pay condition is met and can be evidenced.

4. File and pay

Two declarations, both by the 10th: one to Segurança Social and one to the Autoridade Tributária, covering the same pay run in different formats. Social security contributions paid between the 10th and the 20th, and withheld income tax by the 20th. Accident insurance declarations to the insurer. The failure mode is specific: the missing declaration produces no payment demand, so an employer can file one and not the other for months without anything appearing wrong.

5. Stay current

Two dated items are live now: FCT balances must be mobilised by 31 December 2026 or they pass to the guarantee fund, and the productivity bonus exemption is renewed budget by budget, not permanently. Income tax rates may change again for 2026 if the bill sent to Parliament in September passes. We track the Diário da República rather than the commentary, and tell you what is changing before it lands.

## Portuguese payroll FAQs

### How much does it cost an employer to employ someone in Portugal?

The honest answer is a multiple rather than a percentage, because Portugal pays fourteen salaries a year. Employer social security is 23.75% with no ceiling at any salary, and it applies to the holiday and Christmas subsidies as well as the twelve monthly payments. With mandatory work accident insurance and a meal allowance, all-in employer cost runs from about 17.6 times monthly gross a year at senior salaries to 20.2 times at the minimum wage – 47% to 68% more than twelve monthly salaries, and 18% to 36% more than twelve months plus 23.75%. The multiple is highest at the bottom of the range, because the meal allowance is a flat daily amount rather than a percentage.

### What is the social security rate in Portugal and is there a ceiling?

The Taxa Social Única is 23.75% for the employer and 11% for the employee, 34.75% combined, and there is no ceiling of any kind – no upper earnings limit, no reduced band above a threshold and no cap. It applies to the whole of remuneration at every salary level, which makes Portugal structurally simple and structurally expensive at the senior end compared with countries that cap. The Contributory Code allocates the combined 34.75% by contingency – old age 20.21%, unemployment 5.14%, invalidity 4.29% and so on – and it splits the combined rate, not the employer’s 23.75% on its own, which several English-language sources get wrong.

### Do Portuguese employees really get 14 salaries?

Yes. Portuguese employees are entitled to fourteen payments a year: twelve monthly salaries plus a holiday subsidy and a Christmas subsidy, each equal to a month’s pay. Both are mandatory rather than discretionary, and both are fully subject to social security and income tax. The Christmas subsidy is due by 15 December and the holiday subsidy before the main annual leave, though many employers agree with their staff to pay them in twelfths across the year, which smooths cash flow without changing the total. The fourteen-salary structure, not the 23.75% headline rate, is what makes Portugal expensive against a naive cost model.

### What is the meal allowance limit in Portugal for 2026?

EUR 6.15 a working day if paid in cash and EUR 10.46 a working day if paid on a meal card or voucher, under Portaria 51-B/2026/1, with effect from 1 January 2026. Within those limits the allowance is free of income tax and social security on both the employer and the employee side. Over a normal working year the card route is worth about EUR 2,530 of tax-free value per employee, and the difference between the card and cash limits about EUR 1,040 a year, for nothing more than changing the payment method. It is close to universal in Portuguese practice and one of the most under-used levers available to a foreign employer.

### Is a fixed-term contract cheaper in Portugal?

No – it is usually more expensive, and this is one of the most consistently reversed facts in English-language guidance on Portugal. Compensation when a fixed-term contract expires is 24 days’ pay per year of service, against 14 days per year on a redundancy from a permanent contract; both figures were set by Lei 13/2023 and apply to service since 1 May 2023. So a fixed-term engagement that simply runs its course costs more per year of service than a permanent employee made redundant, before counting the renewal limits and the risk that an improperly fixed-term contract converts to a permanent one.

### What are the income tax rates in Portugal for 2026?

Nine brackets from 12.5% to 48%, with an additional solidarity rate of 2.5% on income above EUR 80,000 and 5% above EUR 250,000, for a top marginal rate of 53%. The 2026 budget cut brackets two to five by 0.3 points, and in September 2026 the government sent Parliament a bill that would cut the first six brackets by a further 0.3 to 0.5 points for all 2026 income. For an employer, the key point is that monthly withholding does not use the brackets at all: Portugal withholds through separate monthly tables for different family and disability situations, reissued by ministerial dispatch. A payroll that applies the annual brackets monthly is wrong every month.

### What is IRS Jovem and does it affect employer cost?

IRS Jovem exempts a young employee’s employment income from Portuguese income tax on a sliding scale over ten years – 100% in year one, 75% in years two to four, 50% in years five to seven and 25% in years eight to ten – for taxpayers up to 35, capped at 55 times the social support index, which is EUR 29,542 of income a year for 2026. The education requirement of the earlier version has been removed. It costs the employer nothing: it is purely an employee-side relief and does not touch social security. What it does is make a given gross salary deliver substantially more net pay to a young employee, which matters when competing for graduates.

### Does an employer pay sick pay in Portugal?

No. Portugal is one of the few European countries where the employer pays nothing for employee sickness. There is a three-day waiting period that nobody pays, and Segurança Social pays sickness benefit from day four at rates that rise with the length of the absence. This is a genuine structural saving against countries where the employer carries the first weeks or months, and it partly offsets the cost of the fourteen-salary structure. Parental leave is also state-funded, including the father’s exclusive leave of 28 days, raised from 20 by Lei 13/2023.

### Does the Fundo de Compensação do Trabalho still exist?

No. Employer contributions were suspended in May 2023 and Decreto-Lei 115/2023 extinguished the fund from 1 January 2024, so any Portuguese cost model still adding 0.925% for the FCT overstates the bill. The related guarantee fund, the FGCT, survives and guarantees half of statutory compensation. There is a live deadline: employers holding FCT balances can mobilise them only until 31 December 2026 – up to twice where the balance is below EUR 400,000 and up to four times above – for approved uses such as training, worker housing or half of a termination payment. Anything left passes to the FGCT, and many foreign employers have forgotten they hold a balance.

### What is the minimum wage in Portugal for 2026?

EUR 920 a month, or EUR 12,880 a year across the fourteen payments, set by Decreto-Lei 139/2025 under an agreement that takes it to EUR 1,020 in 2028. The annual figure matters more than the monthly one because of the fourteen-salary structure, and it also sets the income tax minimum subsistence amount at EUR 12,880, so the two move together. At the minimum wage the all-in employer cost, with accident cover and a meal allowance, is about EUR 18,600 a year, or 20.2 times monthly gross.
