## What payroll management in Qatar covers

Qatar has no personal income tax, so payroll in Doha and across the country centres on paying salaries through the Wage Protection System, GRSIA social insurance for Qatari employees and the end-of-service gratuity every expatriate builds up. Law No. 9 of 2026, issued in June, updated the Labour Law and gave the Ministry of Labour new powers over employers that pay late.

### Salaries through the WPS

Salaries are paid through banks under the Wage Protection System, within seven days of the date they fall due. Late payment can cost QAR 2,000 to QAR 6,000 for each worker affected.

### GRSIA at 14% and 7%

For Qatari employees, the employer pays 14% and the employee 7% to the General Retirement and Social Insurance Authority, on basic salary plus social and housing allowances up to QAR 100,000 a month.

### Contributions by the 5th

GRSIA contributions for each month are due by the 5th of the following month, and late payments carry a fine of 2% a month on the amount overdue.

### End-of-service gratuity

Expatriate employees with at least a year of service earn a gratuity of at least three weeks of basic wage for each year, pro rata for part years, paid when employment ends.

### Minimum wage of QAR 1,000

The minimum basic wage is QAR 1,000 a month, plus QAR 500 for accommodation and QAR 300 for food when the employer does not provide them.

## Employer Costs in Qatar Explained

A Qatari employee costs 14% on top of basic salary and social and housing allowances in GRSIA contributions. For an expatriate there is no social insurance cost, but the end-of-service gratuity adds about 5.8% of basic salary a year, before medical cover, permits and other benefits. Here’s the breakdown.

#### GRSIA social insurance for Qatari employees

Under Social Insurance Law No. 1 of 2022, in force since 3 January 2023, Qatari employees in the private sector are insured with the General Retirement and Social Insurance Authority (GRSIA). The employer pays 14% and the employee 7% of the contributory wage, which is basic salary plus social and housing allowances, up to QAR 100,000 a month.

The employer deducts the employee’s share and pays the total for each month by the 5th of the following month; late payments carry a fine of 2% a month on the overdue amount. Employees from other GCC states are covered by their home country’s scheme under the GCC insurance extension, at that country’s rates, and expatriates are not covered.

#### The Wage Protection System

All salaries must be paid through banks under the Wage Protection System (WPS), which lets the Ministry of Labour match each payment to the employee’s contract. Wages fall due monthly for monthly-paid staff and must be transferred within seven days of the due date, and employers that pay late face fines of QAR 2,000 to QAR 6,000 for each worker affected.

Law No. 9 of 2026 also lets the Minister suspend a non-compliant employer’s transactions with the Ministry and, for repeat violations or disputes over late wages, those of its affiliated entities. Workers affected by wage violations can ask to transfer or end their contracts, with repatriation at the employer’s cost.

#### End-of-service gratuity for expatriates

Under article 54 of the Labour Law, an employee who completes at least one year of service is entitled to an end-of-service gratuity of at least three weeks of basic wage for each year, calculated on the last basic wage and pro rata for part years. Allowances are not included, and many contracts pay more.

The gratuity is lost only on summary dismissal for the serious grounds in article 61 and, since Law No. 9 of 2026, for inciting other workers to strike for illegitimate reasons. Employers usually accrue it every month, at about 5.8% of basic salary a year.

#### What a Qatar employee actually costs

For a Qatari employee with a basic salary of QAR 20,000, a housing allowance of QAR 7,000 and a social allowance of QAR 3,000 a month, the employer pays QAR 4,200 to GRSIA: a monthly cost of QAR 34,200, 14% on top of pay. The employee pays QAR 2,100 and receives QAR 27,900, with no income tax.

An expatriate on a QAR 30,000 package with the same basic salary has no GRSIA contributions and keeps the full amount, but earns a gratuity of at least three weeks of the QAR 20,000 basic wage for each year of service, about QAR 14,000 a year, before medical insurance, permits and other benefits.

#### Working hours, leave and the 2026 Labour Law changes

Working hours are up to 48 a week, eight a day, and 36 a week for Muslim employees during Ramadan. Overtime is paid at least 25% above the basic wage, and 50% between 9 pm and 6 am. Employees get three weeks of paid annual leave, four after five years of service, and women with a year of service get 50 days of paid maternity leave.

Law No. 9 of 2026 raised the maximum non-compete period after employment from one year to two, but it now needs the Ministry of Labour’s approval and is void if the contract ends during probation. Workers in designated professions must hold a certificate from an accredited centre before they start work.

The gross-to-net table assumes a basic salary of QAR 20,000 and QAR 10,000 of allowances a month (housing and social allowances for the Qatari employee), and a gratuity of three weeks of basic wage a year for the expatriate, at 30 days a month. Employer costs exclude medical insurance, permits and recruitment costs. These are TopSource calculations from the verified rates.

Rates and thresholds shown were verified on 12 October 2026 against the General Retirement and Social Insurance Authority’s guidance on Social Insurance Law No. 1 of 2022, the Labour Law (Law No. 14 of 2004) as amended, including by Law No. 9 of 2026, and the minimum wage law (Law No. 17 of 2020). ## How our Qatar payroll service works

1. Map your setup

We confirm your commercial registration and establishment card, your WPS bank set-up, your GRSIA registration for Qatari staff and the contract terms that set basic salary, allowances, leave and notice for each employee.

2. Migrate or onboard

Qatari hires are registered with GRSIA from their first month, expatriates’ contracts and residence permits are checked, and year-to-date pay, leave balances and gratuity accruals are carried across.

3. Run and review

Each month you receive a payroll report for approval before anything is paid: gross to net per employee and every allowance, GRSIA and gratuity line, with variances explained. Nothing is paid until you approve it.

4. File and pay

We pay salaries through the WPS within the legal window, pay GRSIA contributions by the 5th and settle end-of-service gratuities when employees leave.

5. Stay current

The Ministry of Labour is issuing the decisions that put Law No. 9 of 2026 into practice, such as the list of professions that need a certificate. We apply each change as it takes effect and re-verify the figures on this page.

## Qatar payroll FAQs

### What are employer payroll contributions in Qatar in 2026?

For Qatari employees, employers pay 14% of basic salary and social and housing allowances to GRSIA, up to QAR 100,000 a month, and employees 7%. For expatriates there are no social insurance contributions; the employer accrues an end-of-service gratuity instead.

No. Qatar does not tax employment income, so no income tax is withheld from salaries, for nationals or expatriates. Qatari employees have their 7% GRSIA contribution deducted.

### What is the Wage Protection System in Qatar?

It requires employers to pay all salaries through banks so the Ministry of Labour can check each payment against the contract. Wages must be transferred within seven days of falling due, and late payment can cost QAR 2,000 to QAR 6,000 for each worker affected.

### How is end-of-service gratuity calculated in Qatar?

Employees with at least a year of service receive at least three weeks of their last basic wage for each year, pro rata for part years. Allowances are not included, and the gratuity is lost only on summary dismissal for serious misconduct.

### When are GRSIA contributions due?

Contributions for each month are due by the 5th of the following month. Late payments carry a fine of 2% a month on the amount overdue.

### How much does it cost to employ someone in Qatar?

A Qatari employee on QAR 30,000 a month in basic salary and allowances costs QAR 34,200 a month with GRSIA; an expatriate on the same package costs about QAR 31,167 with the gratuity accrual. Tell us the role, nationality and package and we’ll send the full cost within one business day.

### What is the minimum wage in Qatar?

The minimum basic wage is QAR 1,000 a month for all private-sector workers, plus QAR 500 for accommodation and QAR 300 for food when the employer does not provide them.

### What did Law No. 9 of 2026 change in Qatar?

It amended the Labour Law in June 2026: non-competes can last two years but need Ministry approval, some professions need a vocational certificate before starting, and the Minister can suspend the transactions of employers that pay late and of their affiliates.

### How long is maternity leave in Qatar?

Women with at least a year of service get 50 days of paid maternity leave. Annual leave is three weeks a year, four after five years of service.

### Can a foreign company run payroll in Qatar without an entity?
