## What payroll in Senegal actually involves

Payroll in Senegal combines monthly income tax withholding with contributions to three social security bodies. Employers also pay the 3% CFCE payroll tax and a transport allowance, and tax returns now go through the SENTAX platform.

### Three social security bodies

Pension contributions go to IPRES, family and work injury cover to the CSS, and health insurance to an IPM, each on its own monthly ceiling. Every employer must enrol its staff in an IPM.

### Income tax up to 43%

IR is withheld every month on bands from 0% to 43%, after a 30% allowance capped at XOF 900,000 a year, with reductions for family shares. The TRIMF is withheld on top.

### A new Labour Code

Law 2026-18 of 3 September 2026 replaced the 1997 Labour Code: 18 weeks of maternity leave, registered trial and fixed-term contracts, and a codified mutual termination.

### Due by the 15th

Income tax, TRIMF and the CFCE are paid by the 15th of the following month. Employers with 20 or more staff pay social contributions monthly, smaller employers quarterly.

### Online filing on SENTAX

The tax authority’s SENTAX platform has been compulsory for large companies since 1 September 2026 and for medium-sized companies in Dakar since 1 October. Paper returns are no longer accepted.

## Employer Costs in Senegal Explained

Employer contributions in Senegal are modest at higher salaries because most of them stop at a monthly ceiling: a manager on XOF 2,000,000 a month costs under 8% on top of gross pay, plus the transport allowance. Employees carry most of the deductions through income tax. Here’s the breakdown.

#### IPRES, CSS and IPM contributions

The IPRES general pension takes 8.4% from the employer and 5.6% from the employee on pay up to XOF 432,000 a month. Managers (cadres) also pay into the IPRES complementary scheme, 3.6% employer and 2.4% employee, on pay up to XOF 1,296,000. The CSS is paid by the employer alone: 7% for family allowances and 1%, 3% or 5% for work injury, depending on the risk class, on pay up to XOF 63,000 a month.

Health insurance through an IPM (institution de prévoyance maladie) is compulsory for every employer, whatever its size. Each IPM sets its own rate, from 2% to 7.5% for each side, on pay up to XOF 250,000 a month, and 3% each is common. Employees are affiliated within two months of hiring, and expense allowances such as the transport allowance carry no contributions.

#### Income tax, TRIMF and the CFCE

Income tax (IR) is withheld monthly on annual bands of 0%, 20%, 30%, 35%, 37%, 40% and, above XOF 50 million, 43%, after a flat 30% allowance capped at XOF 900,000 a year. Family shares reduce the tax, from 10% for 1.5 shares to 45% for five, within set minimums and maximums, and non-residents are limited to 1.5 shares. The TRIMF, a local tax of XOF 900 to 36,000 a year depending on gross pay, is withheld with it.

Employers also pay the CFCE, 3% of total gross pay and benefits in kind, with no ceiling. Withheld tax, the TRIMF and the CFCE are paid by the 15th of the following month, and a statement of each employee’s annual pay and tax is filed in January. New companies outside the large taxpayers’ office are exempt from the CFCE for their first three years.

#### Minimum wage, working hours and overtime

The minimum wage (SMIG) has been XOF 370.526 an hour for the 40-hour week since 1 July 2023, about XOF 64,223 a month; the agricultural minimum is XOF 236.865 an hour. Employers also pay a monthly transport allowance, XOF 26,000 since the same date under a decision of the national joint committee, which counts as reimbursement of expenses rather than salary.

The legal week is 40 hours. Under the national inter-professional collective agreement, the first eight overtime hours are paid at 15% more and later hours at 40% more, night hours at 60% more, and hours on the weekly rest day or a public holiday at 60% more by day and 100% more at night. Night work runs from 10pm to 5am, and a seniority bonus of 2% of the category minimum starts after two years, rising by 1% for each further year.

#### What a Senegal employee actually costs

For a manager earning XOF 2,000,000 gross a month, the employer pays XOF 36,288 to the IPRES general scheme, XOF 46,656 to the complementary scheme, XOF 5,040 to the CSS, XOF 7,500 to the IPM and XOF 60,000 of CFCE: XOF 155,484, or 7.77% on top of salary. With the XOF 26,000 transport allowance, the monthly cost is XOF 2,181,484.

The employee pays XOF 55,296 to IPRES, XOF 7,500 to the IPM, XOF 683,250 of income tax and XOF 3,000 of TRIMF, with one family share, and takes home XOF 1,250,954 plus the transport allowance. For an employee who is not a manager, on XOF 400,000 a month, employer contributions come to XOF 58,140, or 14.5%.

#### Leave, notice and the 2026 Labour Code

Employees earn two working days of paid leave per month, 24 a year, with extra days for mothers of children under 14 and for long service, and under the national agreement employees recruited from abroad earn five days a month. Maternity leave is 18 weeks under the new Labour Code, 12 of them after the birth. Notice is one month for workers and employees, two months for supervisors and three months for managers, with two paid days a week to look for work.

Severance after a year of service is 25% of average monthly pay per year for the first five years, 30% from the sixth to the tenth and 40% after that. Law 2026-18 also codifies mutual termination, with a payment at least equal to severance, adds one month’s gross pay on economic dismissal, caps trial periods at six months and limits fixed-term contracts to two years, or four in total, with a 7% end-of-contract payment.

1. Map your setup

We confirm your registrations with the tax authority, IPRES and the CSS, your IPM, your SENTAX access and the collective agreement that sets each employee’s category, minimum pay and notice.

2. Migrate or onboard

3. Run and review

Each period you receive a payroll report for approval before anything is paid: gross to net per employee and every IPRES, CSS, IPM, CFCE and income tax line, with variances explained. Nothing is paid until you approve it.

4. File and pay

We pay salaries within eight days of the month end, issue payslips, file and pay income tax, TRIMF and the CFCE on SENTAX by the 15th, and pay IPRES, CSS and IPM contributions on their due dates.

5. Stay current

The 2026 Labour and Social Security Codes will be followed by implementing decrees, and contribution rates are set by order. We apply each change as it takes effect and re-verify the figures on this page.

### When are payroll taxes and contributions due in Senegal?

Income tax, TRIMF and the CFCE are due by the 15th of the following month. Social contributions are paid in the first 15 days of each month by employers with 20 or more staff, or of each quarter below that. Late contributions cost 10% a month, up to 50% a year.

### How much does it cost to employ someone in Senegal?

A manager on XOF 2,000,000 a month costs XOF 2,181,484 in total, including XOF 155,484 of employer contributions and the transport allowance. Tell us the role and salary and we’ll send the full cost within one business day.

### What changed with the new Labour Code in Senegal in 2026?

Law 2026-18 of 3 September 2026 replaced the 1997 code. Maternity leave rises to 18 weeks, trial periods are capped at six months, trial and fixed-term contracts are registered before they start, mutual termination is codified and economic dismissal adds a month’s gross pay.

### What is the CFCE in Senegal?

The contribution forfaitaire à la charge de l’employeur is a 3% employer tax on total gross pay, including benefits in kind but not expense allowances, with no ceiling. It is paid with the income tax withheld, by the 15th of the following month.

### How much severance pay is due in Senegal?

After a year of service, dismissed employees receive 25% of their average monthly pay for each of the first five years, 30% for years six to ten and 40% beyond, except for gross misconduct. Economic dismissal adds a special payment of one month’s gross pay.

### Do contracts for foreign employees need approval in Senegal?

Yes. Under the 2026 Labour Code, and subject to Senegal’s international agreements, a foreign worker’s contract must be approved by the Directorate General of Labour and Social Security before work starts. It has seven days to respond, silence counts as approval and a refusal voids the contract.

### Can a foreign company run payroll in Senegal without an entity?

Employers register with the tax authority, IPRES and the CSS and enrol staff in an IPM, which in practice requires a Senegalese company or branch. Without one, employees paid from abroad must calculate and pay their own income tax. TopSource can run payroll for your Senegal entity or employ your team through our Employer of Record service.
