Key Findings
- ML skills have dispersed across the entire technology stack. Software engineers, data engineers, and product designers now require ML proficiency. Organisations tracking headcount using traditional AI job title metrics are systematically undercounting the competitive landscape.
- Senior ML experience is structurally scarce. Professionals with eight or more years of experience drive compensation to the top of market salary bands in virtually every market analysed, including those with large headline candidate pools.
- Location strategy is now a board-level AI decision. The geography of an organisation’s ML workforce determines its cost base, speed-to-capability, and competitive position. Reactive premium hiring in core hubs is no longer sustainable. Emerging markets (notably Poland, Portugal, and Mexico) offer materially better supply-to-cost dynamics.
- The graduate pipeline does not resolve today’s scarcity. European institutions are growing supply, but medium-term pipeline signals do not address the immediate shortage of production-ready ML professionals.
LONDON, 25 June 2026
TopSource, the global employer of record and payroll services provider, today published new research revealing that the global machine learning (ML) talent market has reached a structural inflection point. Produced in partnership with Horsefly Global Workforce Intelligence and drawing on real-time labour market data across 20 countries, the report finds that demand for ML professionals now exceeds supply in every market analysed with a difficulty-to-hire score of 10 out of 10 recorded globally.
The findings carry significant implications for organisations building AI capabilities. Longitudinal data from 2022 to the present confirms that the supply constraint has remained constant, regardless of demand fluctuations driven by investment cycles and enterprise AI programs. The report concludes that this is not a cyclical hiring challenge it is a structural market condition.
“Most organisations are still treating ML hiring as a procurement problem: find the person, agree the rate, move on. What this data tells us is that it requires a fundamentally different mindset. Understanding where talent is building, how regulatory environments shape employment models, what the graduate pipeline looks like in five years — these are strategic questions that belong at the leadership table. The organisations that get ahead of this will not just be the ones that hire fastest. They will be the ones that create a competitive advantage by being able to accelerate their AI projects.”

“Demand already exceeds supply. The US and Germany are simultaneously the largest and most constrained markets. Emerging markets, notably Poland, Portugal, and Mexico, offer materially better supply-to-cost dynamics.”
Will Crandle, CEO, Horsefly
