Welfare Aziendale (Italy)

What is welfare aziendale?

Welfare aziendale (company welfare) is the set of benefits an Italian employer provides on top of salary that, within the limits of article 51 of the Income Tax Code (TUIR), do not count as employment income. Within those limits the benefits are free of income tax and, in most cases, of social security contributions, so they cost less than the same value paid as salary.

What a welfare plan can include

Under article 51, the main tax-free items include:

  • services for education, training, recreation, social and health care or worship that the employer offers to all employees or to categories of them;
  • school, childcare and holiday camp costs for employees’ children and other family members;
  • care services for elderly or dependent family members;
  • public transport passes for employees and their families;
  • contributions to supplementary health funds, up to €3,615.20 a year;
  • meal vouchers, up to €10 a day in electronic form from 2026, or €4 on paper.

Fringe benefits and the 2026 limits

Other goods and services, and reimbursements of an employee’s household utility bills, rent or mortgage interest on their main home, are tax-free up to €1,000 a year per employee, or €2,000 for employees with dependent children, for 2025, 2026 and 2027. If the total goes over the limit, the whole amount becomes taxable, not only the excess. Employees claiming the higher limit must declare their dependent children to the employer.

Productivity bonuses converted into welfare

Where a company or local collective agreement provides for productivity bonuses, employees can choose to receive them as welfare benefits instead of cash. Under the 2026 Budget Law, cash bonuses paid in 2026 and 2027 are taxed at a reduced rate of 1%, on up to €5,000 a year. Bonuses taken as benefits are tax-free within the article 51 limits, and the Revenue Agency confirmed in June 2026 that the same €5,000 cap applies to them.
