Best for: UK SMEs that want managed payroll and HR/employment-law advice under one roof.
Part of the Zellis Group, Moorepay has been a UK payroll name since 1966 and offers both software and a fully managed bureau, aimed at employers of roughly 50 to 1,000 people. Its distinctive pull is bundling payroll with HR and employment-law advice from specialists it says are SRA-regulated — genuinely useful for an SME with no in-house HR.

Watch-outs: there’s little value below ~50 employees, where you land in tiered queues; pricing is opaque and procurement is heavy; and the public adp.com Trustpilot score is a global, company-wide figure skewed by individual users, not a read on the UK managed-payroll service — don’t judge it by that. 5. Zellis
Best for: large UK and Ireland enterprises running complex, high-volume payroll.
Zellis (the former NGA/Northgate business, flagship ResourceLink, now ZellisONE) is an enterprise specialist for organisations of roughly 500 employees and up, offered as software or a managed service, and it owns both Moorepay and the Benefex benefits platform. It pays a large share of the FTSE 100 and is built for exactly the complex, high-volume UK payroll that trips lighter tools up.
Strengths: deep enterprise UK and Ireland payroll at scale, battle-tested statutory handling, a full managed option. Sage is the UK’s default payroll software — Sage 50 Payroll and Sage Payroll — with a vast installed base, a huge accountant and bookkeeper ecosystem, and HMRC recognition. Unusually for this list, it publishes its software pricing, which makes budgeting simple.
Strengths: ubiquitous and trusted, transparent published pricing, deep integration with Sage accounting. Watch-out, and it’s the important one: Sage is fundamentally software you operate yourself. If your brief is genuinely to outsource payroll, the fully managed service usually comes from a Sage partner or accountant running the software, not from Sage — so as a direct outsourcing provider it’s arguably the wrong category. PayFit is a European cloud payroll and light-HR product for SMEs, with a clean interface, guided automation and well-regarded employee self-service for payslips, leave and expenses. It publishes indicative pricing on a monthly base fee plus per-payslip model.
Strengths: modern UX, strong automation and self-service, more pricing transparency than the enterprise field. Watch-outs: it covers just five countries (UK, France, Spain, Germany and Italy), so it’s not a global answer; it has an SME ceiling; reviewers report support strain at month-end and April year-end; and it’s software you run, not a managed bureau. Pick PayFit for automated in-house SME payroll; look elsewhere for hands-off outsourcing or broad international coverage.
9. Employment Hero
Best for: SMEs that want HR, payroll and benefits in one platform, with a managed option.
Employment Hero is an Australian-origin all-in-one HR and payroll platform now established in the UK, handling RTI, PAYE and auto-enrolment, and it offers a Managed Payroll tier on top of the self-serve software. It publishes per-employee pricing, including a free payroll tier — rare in this market.
Strengths: broad SME suite (HR, payroll, benefits, rotas), transparent published pricing, and a genuine managed option. Watch-outs: HR and payroll are priced as separate modules, so the headline rate understates the true cost once you add what you need; it’s fundamentally a software vendor rather than a traditional UK bureau, so scope the Managed Payroll tier carefully; and its UK payroll depth is newer than the incumbents’. Pick Employment Hero for an all-in-one SME platform; look elsewhere if you want a pure, long-established managed bureau.
Why companies outsource UK payroll (and switch providers)
The UK is well served here. Moorepay has run payroll since 1966, Sage is on more desktops than any rival, and enterprise names like Zellis and MHR pay millions of people a month between them. Quality, on the whole, is not the problem. The pattern behind switching is about the shape of the service, not its competence:
- The compliance load keeps growing. RTI, auto-enrolment, and the phased move to mandatory payrolling of benefits in kind (company cars and fuel, vans and medical benefits from April 2027, most other benefits from April 2028, per HMRC) mean more to get right, more often. Many teams would rather that sat with a provider whose only job is to keep it current.
- Software you run yourself is still your workload. A licence to a payroll tool is not the same as handing the task off. Buyers who want to outsource — not operate a system — often discover the product they bought is the former.
- They outgrow a UK-only provider. The moment you hire your first employee abroad, a bureau that only files with HMRC can’t help, and you’re bolting on a second provider and a second process.
- Finance wants the loop closed. A payslip run is only half the job; finance needs GL-ready journals posted into the ledger, not a spreadsheet to re-key.
- Support thins out as you scale. Named account management for enterprise, a ticket queue for everyone else, is a common shape — and it bites when a statutory question is time-sensitive.
None of this makes any of the providers above a poor choice. It’s a question of matching the model to your stage and your plans.

Map the shortlist to your situation rather than to a brand:

Two categories sit just outside this list but come up in the same search. Frontier Software runs a genuine multi-country payroll engine, but across about 26 mostly APAC and Commonwealth countries, so a UK firm expanding into the EU or US gains little. How to switch payroll providers without breaking a pay run
Changing provider sounds risky; sequenced properly, it’s routine:
- Check notice periods on your current contract and time the switch to a clean boundary — ideally the start of a tax year or a quarter.
- Export your data in full: employee records, year-to-date figures, RTI history, P11D and benefits data, pension details and your GL mappings.
- Communicate with employees early, reassuring them on pay dates, continuity and where to go with questions.
- Run one parallel cycle — old and new provider in tandem — to catch any discrepancy before cutover.
- Reconcile HMRC filings and year-end: confirm FPS/EPS continuity, prior YTD, and that P60s and any P11Ds will be produced without a gap.
