Employer of Record in Sweden

Employ in Sweden without an entity — employer contributions, collective-agreement benchmarks, pensions and vacation handled end to end.

Sweden EOR

Hire in Sweden without setting up an entity

Sweden is a market where the rulebook isn’t primarily written by parliament. There is no statutory minimum wage; instead, collective agreements negotiated between unions and employer associations set pay floors, pensions, insurance and notice terms for roughly nine in ten Swedish workers. On top of that sits one of Europe’s heavier employer costs — social contributions of 31.42% of gross salary, uncapped — and a vacation system with its own calendar and a statutory holiday supplement on vacation pay.

For a foreign company, the risk isn’t breaking the law so much as unknowingly offering below-market terms and losing candidates, or mis-budgeting a hire by a third. An Employer of Record removes both: TopSource employs your Swedish team on agreement-benchmarked terms — pension included — with every cost known upfront.

How EOR in Sweden works: the process through TopSource

Step 1

Confirm the role and structure

We agree the position, salary and benefits with you, benchmark them against the relevant collective-agreement standards, and confirm whether the hire is an EU national or needs a work permit.

Step 2

Issue a compliant contract

Your new hire receives an employment contract aligned with the Employment Protection Act (LAS), with pension, insurance, vacation and notice terms at or above agreement level clearly set out.

Step 3

Sponsor the permit, if needed

For non-EU hires we make the offer and file the work permit application as the legal employer — terms in line with collective agreements and the salary threshold — and build processing times into the start date.

Step 4

Register and run payroll

We register as required with Skatteverket, then calculate salary, the 31.42% employer contributions, preliminary tax, occupational pension and the holiday supplement each cycle — remitted on schedule.

Step 5

Support the relationship day to day

Your account manager and the employee both have a direct line to us for contract questions, vacation-year balances, sick-pay handling and — when needed — an exit run correctly under LAS.

Employer Costs in Sweden Explained

Swedish employers pay social contributions of 31.42% on top of gross salary in 2026, with no ceiling, while employees pay income tax but no separate social security deduction. There is no statutory minimum wage — collective agreements covering around 90% of the workforce set pay floors, occupational pensions and notice terms — and statutory vacation is 25 days with a holiday supplement. Here’s the breakdown.

Arbetsgivaravgifter — the employer’s social contributions — total 31.42% of gross salary and taxable benefits in 2026, with no salary cap, funding pensions, sickness and parental insurance. Employees see only income tax on their side of the payslip. Budget every Swedish hire at salary plus roughly a third before occupational pension and insurances; reduced rates apply only to the youngest and oldest workers.

Around 90% of Swedish workers are covered by kollektivavtal that set sector pay floors, occupational pensions (typically the ITP plan for white-collar staff), insurances, overtime rates and notice terms — and even employers without an agreement are measured against these standards in the talent market. Our Swedish packages are benchmarked to agreement level, pension included, because that is what candidates evaluate offers against.

The Annual Leave Act grants 25 days of paid vacation, tracked against a vacation year running 1 April to 31 March with distinct earning and taking periods. On top of normal salary during leave, employees receive a holiday supplement — 0.43% of monthly salary per vacation day statutorily, and commonly around 0.8% under collective agreements — a real cost that first-time employers in Sweden routinely miss. Untaken statutory days carry over within limits and must be paid out on exit.

EU and EEA nationals work in Sweden freely. Non-EU hires need a work permit requiring terms in line with collective agreements and a salary of at least SEK 34,470 per month (90% of the Swedish median, updated June 2026), with the employer — under EOR, TopSource — making the offer and filing the application. Processing times vary by case and sector, so they belong in your start-date planning from the first conversation.

EOR or entity setup: which one fits your Sweden plan?

A Swedish AB takes time to establish and obliges you to run one of Europe’s most benefit-dense employment systems from scratch — contributions, ITP-level pensions, vacation-year accounting, union relations. An EOR makes sense while you’re testing the market or hiring a first small team on agreement-benchmarked terms; your own entity usually wins once Swedish headcount and permanence justify the overhead.

Consider an EOR if you’re:

  1. Hiring your first one to five people in Sweden
  2. Sponsoring a non-EU specialist without an established Swedish employer record
  3. Still validating the market before committing capital to an entity
  4. Working to a hiring deadline measured in weeks, not months

Frequently
asked questions

Correct — no statutory minimum exists. Collective agreements between unions and employer associations set binding pay floors sector by sector, covering roughly 90% of the workforce, and they function as the market’s reference point even where no agreement applies. What matters is offering agreement-level terms; we benchmark every package against them.

Take the gross salary and add 31.42% in employer contributions, then occupational pension (ITP-level contributions are standard practice), the holiday supplement on vacation pay, and any insurances. As a working rule, total cost lands around 1.4 times gross salary — we quote the exact figure per hire before you commit.

No — as the employer of record, the employment arrangement is ours to manage. We structure terms to meet or exceed collective-agreement benchmarks, including pension and insurance, which is what Swedish candidates evaluate offers against and what work-permit rules require for non-EU hires.

After a karensavdrag (a deduction of 20% of one week’s sick pay), the employer pays around 80% of salary for the first 14 days of sickness; from day 15, Sweden’s social insurance agency (Försäkringskassan) takes over. The mechanics — deduction formulas, medical certificates, reporting — are handled inside our payroll.

Yes. Permits require employment terms in line with collective agreements and a salary of at least 90% of the Swedish median — SEK 34,470 per month as of mid-2026. As the legal employer we make the offer, file the application and manage renewals; processing times vary by case, so build them into your start-date plans.

EOR wins on speed and predictability: employees working quickly on agreement-benchmarked terms, and a single known monthly cost per hire. Your own AB wins on scale, once a Swedish team is large and permanent. Many clients run both in sequence — EOR to enter, entity once proven — and we transfer the team across when the time comes.
