What payroll in Dominica actually involves
Payroll in Dominica, the Caribbean island state, runs through two offices: Dominica Social Security for contributions and the Inland Revenue Division for PAYE income tax. Contribution rates rise a little every year until 2031, and the 2026/27 budget replaces the income tax bands with a single rate from January 2027.

Employer Costs in Dominica Explained
An employee in Dominica costs 8% on top of salary up to EC$7,000 a month, the social security ceiling. Above it the employer pays a flat EC$560 a month, so the share falls: 5.6% at EC$10,000 and 3.7% at EC$15,000. There is no payroll tax and no statutory 13th month. What changes more is take-home pay: the flat 10% income tax from January 2027 cuts PAYE sharply for anyone earning above EC$30,000 a year. Here’s the breakdown.
Dominica Social Security (DSS) collects one combined contribution for pensions, sickness and maternity, employment injury and the redundancy fund. In 2026 the employer pays 8% and the employee 6.75% of insurable earnings, which include salary, overtime, commission and bonuses, up to EC$7,000 a month. For employees outside the Protection of Employment Act, such as managers who hire and fire and domestic workers, the employer rate is 7.75%, because no redundancy contribution is due.
The rates follow a published schedule to 2031: the employee share rises to 7% in January 2027 and the employer share to 8.25% in January 2028. Contributions are due by the 14th of the following month, and late payment adds a 10% surcharge and 10% annual interest. Every employee, foreign staff included, must be registered from the first day; foreign staff also need a work permit.
For an employee on EC$5,000 a month, the employer pays EC$400 of social security, EC$5,400 in total, and the employee pays EC$337.50. On EC$10,000 a month, the employer contribution stops at EC$560 because of the EC$7,000 ceiling, 5.6% of salary. Vacation is two weeks a year, or three after five years, and is paid within the normal salary.
Redundancy is the main liability to plan for. An employee made redundant after three or more years receives one week’s pay per year up to five years, plus two weeks for each year over three; nine weeks plus two per year between five and ten years; and nineteen weeks plus three per year beyond ten, up to 52 weeks. The employer pays it, and the DSS steps in if the employer does not.
Residents are entitled to a tax-free allowance of EC$30,000 a year. In 2026 the next EC$20,000 is taxed at 15%, the following EC$30,000 at 25% and income above EC$80,000 at 35%. Employers deduct PAYE from each salary and pay it to the Inland Revenue Division by the 15th of the following month, file the annual return of pay and tax by 31 January, and employees file their own returns by 31 March.
The 2026/27 budget replaces the three bands with a single rate of 10% from 1 January 2027, with the EC$30,000 allowance unchanged, and taxes only income earned in Dominica from the same date. On EC$5,000 a month, monthly PAYE falls from EC$458.33 to EC$250; on EC$7,000 it falls by EC$541.67.
The Labour Standards (Minimum Wage) Order 2025 raised minimum wages from 1 December 2025, the first review since 2021. Most categories, including factory, tourism and hospitality staff, drivers and other unskilled workers, earn at least EC$9.00 an hour; sales staff and cashiers EC$9.42, security guards EC$9.60 and agricultural workers EC$9.75. Home assistants have weekly rates of EC$240 to EC$300.
From 1 October 2026, for two years, employers can claim a tax rebate of 2% of the salary paid to each qualifying new employee, up to EC$600 per employee and EC$10,000 per employer a year.
The Labour Standards Act limits standard hours to 8 a day and 40 a week, with overtime paid at time and a half and at least one full day of rest a week. Vacation is at least two weeks a year, rising to three after five years; when employment ends, the employer pays any unused leave plus 4%, or 6%, of the pay earned in the current year. Employees with a year of service can take maternity leave of at least three weeks before birth and up to nine weeks after it, with at least half pay from the employer for four weeks, and the DSS pays sickness and maternity benefits of up to 60% of average insurable earnings.
Probation lasts up to six months. After that, an employer can end employment only for serious misconduct, for misconduct or poor performance after a written warning, or for redundancy, with written notice of the date and the reason. Notice is one month for monthly-paid staff, or two months after ten years; for staff paid weekly, one, two or four weeks depending on service. Employees who resign give one month’s notice, or one week if paid weekly.
