What a payroll company in Montenegro handles for you
Montenegro rebuilt its payroll rules twice in three years. Health insurance contributions were abolished in January 2022, and since October 2024 the employer pays no pension contribution and the employee 10%. Payroll in Podgorica and across the country now combines a low employer cost with a strict monthly deadline.

Employer Costs in Montenegro Explained
Employers in Montenegro pay 0.5% of gross salary in social insurance, for unemployment. Most deductions sit on the employee’s side: 10.5% in contributions, income tax on pay above €700 a month and the municipal surtax.
Since 1 October 2024 the pension and disability contribution is 10% for the employee and 0% for the employer, down from 15% and 5.5%. Unemployment insurance is 0.5% each for the employer and the employee. Health insurance contributions were abolished from January 2022, so a Montenegrin payslip carries no health line.
Contributions are calculated on gross salary, never below the minimum monthly base, and pension contributions stop at a maximum annual base set each year by the Ministry of Finance. The employer pays them by the 15th of the month following the salary month.
Income tax is withheld from gross salary each month: 0% on the first €700, 9% on the part from €700.01 to €1,000 and 15% on the part above €1,000. The bands were restated in the amendments published in December 2025. Employees with more than one employer whose combined gross pay exceeds €700 a month file their own annual return.
Municipalities add a surtax on the income tax of up to 13%, and up to 15% in the capital Podgorica and in Cetinje. It is withheld together with the tax.
Income tax is calculated, withheld and paid with each salary payment. By the 15th of each month the employer pays the contributions and files the report of taxes and contributions for the previous month with the Revenue and Customs Administration. By 31 January each employee receives a statement of the pay and tax for the previous year.
Salaries are paid into the employee’s bank account at least once a month, with a payslip. An employer that misses a payday must still hand over the payslip by the end of that month, and it can be enforced like a court order.
For an employee on €1,500 gross a month in Podgorica, the employer pays €7.50 in unemployment insurance, for a monthly cost of €1,507.50.
The employee pays €157.50 in contributions, €102 in income tax and €15.30 in surtax, and takes home €1,225.20 a month.
The minimum wage is set in net terms: €600 a month for jobs up to qualification level V and €800 for level VI and above. The Government sets the amount for two years at a time on the Social Council’s proposal. The full-time week is 40 hours, annual leave is at least 20 working days and probation lasts up to six months.
Recent amendments added pay transparency rules. Employees can ask for average pay by gender for the same work and must get a written answer within 45 days, and employers with more than 100 staff report pay data by gender to the Social Council.
